Description

This PR updates the documentation for the v1.2.0 release. Updates include:

• Addition of .readthedocs.yaml to allow doc build
• Addition of a Testing chapter
• Updates to the Build/Run chapter and container chapter to reflect any process changes
• Updates to include GSWP3 run option
• Reorganization of docs to correspond w/SRW App structure
• Other minor updates throughout

Anticipated changes to regression tests:

• Is baseline change expected ? N/A

N/A. All information on forcing files, etc. is included in these docs. (The WM docs can be updated to reflect input data changes at a later date in more generalized form to ensure that the updates are not too specific to the Land DA System and are generally applicable to the WM.
